City of Čelákovice

About the client

The City of Čelákovice is a Czech town in the Central Bohemian Region that delivers a wide range of administrative agendas to citizens and businesses — from permits for occupying public spaces, notifications of circus and amusement-park placements, road closure and detour permits, and connections to local roads, through to inputs for zoning plan creation. Each agenda has its own form, attachments, property record sheets, and links to a geographic information system.

The Digitization of City of Čelákovice Processes project (CZ.06.01.01/00/22_009/0003784) was carried out in July 2025 as a detailed target concept for digitizing selected departments of the city office.

The challenge

Municipal forms in the city ran the traditional way — paper applications, in-person submission, manual rekeying into internal records:

• Citizens and businesses had to come in person; paper applications were physically archived
• Property record sheets were kept separately from forms — without a link to a specific application
• The history of fees across various agendas was scattered across notebooks and spreadsheets
• Geographic data from GEOVAP (zoning plan, parcels, properties) was not accessible directly from the application records
• Officials searched for historical decisions in the archive, extending processing times
• No digital submission for citizens

The solution

Modulario delivered a platform with data structures focused on the specifics of a municipal office:

• Digital municipal forms — Application for connection to a local road (Žádost o povolení připojení na místní komunikaci), Application for road closure and detour (Žádost o povolení uzavírky a objížďky), Notification of circus and amusement-park placement (Ohlášení umístění cirkusů a lunaparků), Notification of occupation of public space (Ohlášení záboru veřejného prostranství), Input for zoning plan creation/changes (Podnět na pořízení územního plánu / změn)
• Universal form system — Forms, Forms new, Čelákovice Forms (1 and 2), Temp Forms — a flexible platform for quickly adding additional agendas
• Property and fee records — Property record sheet (Evidenční list nemovitosti), Fee history (História poplatkov), Fee history (Historie poplatků, legacy migration)
• GEOVAP integration — a direct bridge to the GEOVAP geographic information system for access to the zoning plan, parcels, and property records without switching between systems
• Users and roles — Users with roles for officials and departments
